1790年7月16日、合衆国首都設置法により、新しい恒久的な首都がポトマック川河畔に置かれることになり、詳細はジョージ・ワシントン大統領により選定されることとなった。当初の形は、合衆国憲法により認められていたとおり、一辺が10マイルのダイヤモンド型で、100平方マイルであった。新首都建設のためメリーランド州とバージニア州が領土の一部を割譲し、新しい「連邦の市」はそのうちポトマック川の北岸に建設されることとなった
