太平洋戦争以後は国家的営為としての標準語政策は行われなくなり、各地の方言を見直す動きが現れたり、国家が特定の日本語を標準と規定することに否定的な考えが生まれたりした。そのような中、「共通語」という用語が登場し、これまで、標準語と呼ばれてきたものは共通語と言い換えられるようになった。国語学の世界では、共通語は、「現実であり、自然の状態」、標準語は「理想であり、人為的につくられるもの」と定義され区別された。
