I'm not a Japanese instructor so I don't know I can exactly explain but I'll try here.
落着 can be read as らくちゃく itself.
But in this sentence, it is followed by "かない".

There is no word like "×らくちゃくかない".
There is a word "おちつかない".
It can be written either with 1)all hiragana, or 2)kanji + hiragana.

2)落ち着かない 落着かない (both are OK)

Those hiragana in 2) are called "おくりがな" that help how to read the word, filling the part that are not changed into kanji.
So you know the word here 落着かない as おちつかない。
