内閣官房副長官、（旧）民主党代表、民主党代表（第2代）などを歴任した。第52・53・54代内閣総理大臣・鳩山一郎は父方、ブリヂストン創業者の石橋正二郎は母方の祖父。第10代総務大臣の鳩山邦夫は弟。
