どちらも同じ言葉ですが、「すみません」のほうが正しい言い方になります。「すいません」は「すみません」を短くした言い方なので会話ではよく使われますが、「すみません」のほうが正しい言い方なので、できるだけこちらを使ってください。

Just to explain it a bit further, the difference between すいません and すみません is exactly like the one between <'Scuse me> and <Excuse me.>

Those sound changes occurred just because they are hard to pronounce.
You know, すみません and <Excuse me> are a bit harder than すいません and <'Scuse me.>
In fact, I hear it said as <'Scuse me> more than <Excuse me,> actually.

Anyway, as she said, you should use すみません if you want it sound formal. I'm sure about it.
