<Are Koreans As Happy As They Could Be? >
▶The Himalayan country of Bhutan has a population of 650,000 and a per-capita gross national income of only US$1,200. But this small country ranks among the top in indicators that gauge a country's level of happiness. Indeed, King Wangchuck of Bhutan has set the improvement of his country's "gross national happiness" rather than gross national product as a national objective.
▶He also included a clause in the Constitution that requires 60 percent of Bhutan to remain as forests, and invested state funds into education and medical benefits. As a result, the average life span of Bhutanese people increased by 19 years between 1984 and 1998. The king himself lives in a log house in a forest, so people do not waste time comparing the sizes of their houses or measuring each other's wealth.
▶Costa Rica in Central America has a GNI of just $6,500. Its roads are reminiscent of Korea back in the 1960s and its buildings are crumbling. But some 100,000 retired Americans packed up and went to Costa Rica to spend their twilight years there. The country boasts pristine rainforests which set the scene for the filming of "Jurassic Park," and a laid-back social atmosphere where people can live long and comfortably even if they do not have a lot of money. The Happy Planet Index, compiled and released by Britain's New Economics Foundation, last year put Costa Rica at the top among 143 countries.
▶There was a time when a country or individual was considered happy if they were rich. But in 1999, the British magazine New Scientist asked people in 79 countries how happy they were and found some surprising facts. Nigeria ranked first, while Mexico and Venezuela came in second and third. In a special feature in 2005, the New York Times cited Bhutan in reporting that a standard other than economic growth has now become necessary to gauge a country's level of happiness.
▶Denmark came first in a recent Gallup poll on happiness among people in 155 countries. Scandinavian countries Finland, Norway and Sweden followed. When a mother gives birth to a child in Denmark, she is given a pamphlet that reads "Your child is not yours," meaning the entire country will take care of the baby. The reason why people are so happy is because of their trust in their government that their taxes will be used to make their lives more comfortable.
▶Korea's GDP rose 370 times from W2.8 trillion (US$1=W1,205) in 1970. But the satisfaction among its people still ranks between 50th to 100th place. The government, in other words, has failed to make Koreans happy, despite their efforts to spend less and work harder. It is said that personal happiness depends to a certain extent on our own attitude. But who should be responsible for improving the happiness that is felt by the entire public? The government and politicians need to get to work to make this happen.

▶히말라야 산자락에 있는 부탄은 인구 65만명, 1인당 국민소득이 1200달러다. 이 작은 나라가 요즘 각국 국민 행복도 조사에서 단골로 상위 랭킹에 오른다. 왕추크 국왕은 국내총생산(GDP)이 아니라 국민총행복(GNH) 높이는 걸 국정 목표로 삼았다. '숲을 최소한 국토의 60%로 유지해야 한다'는 조항을 헌법에 넣었다. 교육과 의료에 예산을 쏟아부었다. 1984~98년 14년 사이 평균 수명이 19년 늘었다. 국왕이 숲 속 나무집에서 살 정도니 보통사람이 남과 비교해 내가 잘사니 못사니 초조할 일이 없다.
▶중남미 코스타리카는 국민소득 6500달러다. 도로는 우리 1960년대를 연상시키고 건물들은 낡았다. 그런데도 돈 싸들고 이민 온 미국인 은퇴자가 10만명이다. 영화 '주라기공원'을 찍을 만큼 잘 보존된 자연, 돈은 없어도 편하게 오래 살 수 있는 사회 분위기…. 작년 영국 신경제재단은 코스타리카를 '살기 좋은 나라' 1위에 올려놓았다.
▶개인이나 나라나 돈이 많아야 행복하다고 여기던 시절이 있었다. 1999년 영국 뉴사이언티스트지(誌)가 79개국 사람에게 '당신은 얼마나 행복하냐'고 물었더니 뜻밖의 결과가 나왔다. 굶주림에 허덕일 것 같던 아프리카 나이지리아가 1위, 멕시코와 베네수엘라가 2·3위였다. 뉴욕타임스는 2005년 특집에서 부탄을 예로 들며 "국민의 행복도를 평가할 때 경제성장 말고 다른 기준이 필요해졌다"고 썼다.
▶갤럽이 최근 155개국 국민에게 한 행복도 조사에서 덴마크가 1위로 나타났다. 핀란드·노르웨이·스웨덴, 스칸디나비아 국가들이 4위까지 휩쓸었다. 덴마크는 엄마가 아이를 낳으면 "당신의 아이는 당신의 아이가 아닙니다"라는 팸플릿을 주는 나라다. 사회 전체가 보살피고 키워갈 아이라는 뜻이다. 세금을 내는 만큼 나라가 무슨 일이든 해결해 준다는 믿음이 국민을 행복하게 한다.
▶한국의 GDP는 1970년 2조8000억원에서 370배 늘었지만 국민생활만족도는 여전히 50~100위권을 맴돈다. 국민이 허리띠 조이고 땀 흘린 만큼 국가가 행복을 주지 못한 것이다. 개인의 행복은 자족(自足)하는 마음으로 어느 정도 채울 수 있다지만 국민 다수의 행복은 누가 보장해야 하는가. 정치가 분발해야 한다
