Any accent is fine
Satan is speaking in this sort of soliloquy. He and the other fallen angles went against God and God, who is the one that can command everything, has chosen to punish them. After Satan has rose from the fall, he started to recover all his energy and he spoke to all the other fallen angels.
He greeted the new place, but he is shocked in seeing the darkness of the hell, the place where he is thrown by God. The place was terrible, but Satan tried to react to the situation. In the poem, the place is described in more details. It's full of darkness, it doesn't have light; here there are some antithesis/contrast between god and angels, heaven and hell, light and darkness. The hell is the place farthest and profoundest. Satan methaphorically asked hell to receive his new guests.
Satan said that it's better reign in hell that be servant in heaven; he told to the other fallen angels to collect all their energy and look for the other fallen angel, in order to create a new society in hell. Satan has the typical features of an epic hero: has noble origin (he's an angel); has great courage; great energy and reason; he does not give up and fight till the end; he also has a great passion, he is a lover of freedom and he reflects Milton's desire of freedom.
