This sentence doesn't quite make sense in English.

Maybe one of these?
"We don't want to only negotiate, we also want to make decisions"
"We don't want to negotiate, we want to decide."

I felt something was wrong when I first saw it because if you translate into Portuguese sounds weird as well.
Thank you for the tip, sentences from dictionaries can be grammatically correct, but sometimes no one would say something like that in real life.

Ah, I see. "but also" is being used correctly to communicate "we want to do the first thing [negotiate] and also the second thing [take decisions]," it's just that I can't think of a time where you would ever say "take decisions" in English
