The first use of atomic weapons in 1945 in World War II ushered in the Atomic Age. The post-war American populace was gripped by fear of the atom's power. In those troubled times, it was thought that nuclear power generation could restore the image of the atom and ease the people's fears so that the nation could continue stockpiling nuclear weapons. That's why in 1953, the US announced an "Atoms for Peace" program proposing construction of nuclear power plants, not so much to develop a source of energy, rather for its symbolic value. The program promoted the use of nuclear power not just domestically, but also internationally, and power plants were constructed all over the world. In other words, more than an energy policy, this was a military foreign policy, of a type called a "Psychological Operation" or "PsyOps". Showing benign nuclear power plants, rather than frightening nuclear weapons, unconsciously reminds the world of the US nuclear capability, leading them to be scared and submissive.
