you omited the word "that". Am I right?

Yes, sorry I did drop the word "that". It is quite common to do so in natural speech. In fact quite often it would be shortened to "More than likely she's out". How you have written it is most correct though.

In the sentence "I think it very likely that we will get some rain tonight."

rayne117 added "is" and I realized that the original phrase could be wrong.

Should I add the word "is"?

Adding "is" would make it grammatically correct. In this case, as before, it is ok to drop the word in natural speech. It is hard to generalise in what situations it is ok to do this though.
