To make it simple, you could start by describing the queen's attitude, her clothes, what she is doing and what is in the background. I don't know who the painting is by but it doesn't really matter.
She is wearing a coronation scarlet robe/gown lined with ermine. It must have been taken after the coronation ceremony. A smaller crown was made for her: it's the Imperial State Crown with 3093 gems decorating it. The black Prince Ruby is set at the top. In the back, we can see the houses of Parliament in London. This picture clearly suggests power and determination which Victoria never fail to demonstrate.
