小偷渡客求庇护 美国安部：优先遣返

在美墨边界近来涌现成千上万小偷渡客之际，美国国内安全部长强生警告中美洲国家的父母，不要让孩子非法偷渡到美国，美国也不会向他们提供居留许可，只会优先把他们遣返本国。
政府官员说，到今年5月底为止的八个月，他们已逮捕超过4万7000名没有大人陪伴的未成年偷渡者。有些小偷渡客要求庇护，其余则与已在美国的亲人联络，并要求留在美国。
强生的顾问强调：「虽然有些人可能申请庇护，可是我要非常清楚的表明，要获得庇护非常困难。在美国获得庇护的人很少。」
最近 数月带着幼儿闯关的妇女也激增，她们有许多宣称偷渡集团大肆散播谣言，宣称未成年人可以获得美国某种许可或临时居留地位，显然试图藉此吸引源源不断的生意。
但是，强生在美国的西班牙语媒体发表公开信，坚持美国不会向无证的未成年人提供居留许可，并警告把孩子交给偷渡集团，经由墨西哥偷渡到美国的旅程非常危险。他指出，这些孩子可能遭到殴打、性攻击和卖为娼妓，在酷热的7、8月穿过美墨边界更是危险。
文中声明这些孩子不符合欧巴马总统不遣返年轻非法移民的政策，新来的非法移民也不适用正待国会处理的移民合法化法案。
他强调任何人非法越过边界被捕，都会被优先遣返，不论年纪大小。文中声明，这些人会被控违反美国移民法，进入遣送程序，发给他们的文件也不是什么「许可」，而是由移民法官主持的遣送程序的「出庭通知」。
但是，中美洲的人不是这么想的，他们以为「出庭通知」让他们得以获释进入美国，使他们有机会申请庇护和抗拒遣返，或是就此消失，非法居留美国。
强生说，希望子女在美国过更好的生活，可以理解；可是让孩子单独非法偷渡以实现这种梦想的风险太大，美国也不会向他们提供什么「移民许可」。
共和党把未成年偷渡者激增，怪罪欧巴马2012年决定暂缓遣返幼年时随父母非法来到美国的年轻人。有些国会议员也敦促欧巴马亲自发表强硬声明，宣称只有他能够让中美洲父母相信送孩子偷渡美国没有好处。
