Ned Kelly was simply a villain because of the horrible things he did. I understand that he wanted to rebel or protest because he felt like a victim but his methods were criminal and he was a criminal.
There are other ways to protest but he chose to become to use violence and become an outlaw.

He killed more than 10 people, he took people hostages, he shot policemen….
Some say Ned was a hero for fighting for justice and because at the age of 17, he saved a young boy from drowning in a lake but it doesn't change the fact that he has done so many horrific things that have made him a vicious and violent criminal.
